well as being a practicing visual artist, Arthur has taught and
developed art courses in drawing, painting, animation, and design

administration of the Alberta College of Art and Design in various
capacities from department Chair to Vice-president/Academic Dean
as well as serving as the Head and President of that institute.
He was the founding President of the Canadian Centre of the Arts

Presented,
as a member of the Centre Steering Committee (comprised of

Mayor), a successful request for initial two year funding
from the City of Owen Sound Council. Grant requests to the
Ministry of Communication and Culture and the Canada Council
were also successful and enabled the Centre to begin.

on all Provincial Advanced Education Committees including the
Presidents' Council and the Committee of Senior Academic Officers.

all academic and administrative operations until a permanent
President could be appointed.

This
position included, in addition to management of academic and
financial affairs, the transition stages to independence for
the College.
Major
responsibility at this time was as liaison between the Ministry
of Advanced Education, The Southern Alberta Institute of Technology
(parent institute), the public, the faculty, the students, the
management team from the Ministry, and the appointed Minister's
Advisory Committee on transition. Highlights of duties during
this tenure include:
-
responsible for providing information on all aspects of the
college (academic, financial, personnel, physical) to the
Ministry management team and to work as a partner to the Minister's
Advisory Committee in setting up the new academic structure
of the college. This included the budgets, personnel concerns
such as benefits packages and pay equity, new administrative
structures including building expansion and the hiring of
new personnel such as the financial officer, personnel manager,
computer systems manager, student services director, english
instructors, and the transfer of all academic faculty and
support staff.
-
served as a member of the management team that negotiated
the first faculty contract and the first AUPE (Alberta's government
employee union representing the colleges support and technical
staff) contract.
-
aided the Minister's Advisory Committee in writing the bylaws
for the Board of Governors of the college.
-
served on, and helped define the terms of all in-college committees,
including the Academic Council, Program and Planning Committee,
Operations Committee, and the Organization Committee.
- assisted in the planning of the new administrative structure
and developed the initial organizational chart.
- responsible for developing and implementing new policies
for academic affairs including academic scheduling, admission,
registration and withdrawal, fees, grading system, curriculum
development including course outlines and objectives, academic
conduct including attendance, harassment policy, intellectual/academic
honesty policy, conflict of interest guidelines, student records,
appeal procedures, instructor loading, accreditation system,
program development, and the visiting artists program.

responsible for developing the independent financial affairs
including budgeting, revenue, signing authority, purchasing,
payroll, expense claims and grant applications, accounting,
insurance and risk management, and the physical plant and
equipment.
- served on all required Provincial Advanced Education Committees
including the Council of Presidents and the Committee of Senior
Academic Officers.

served on the Olympic Arts Festival Committee and responsible
for the visual arts events of the 1988 Winter Games.

english, woodshop, upper level years of specialty options
like film animation and all foundation specialty workshops
covering the major disciplines of painting, sculpture, visual
communications (commercial art), ceramics, printmaking, jewellery,
textiles, glassblowing, drawing, and english.
Major
initiative:

wrote and developed present Foundation Program including all
organizational and educational components. This was necessary
in order to make more efficient use of personnel, financial,
and physical resources and to better serve the students in
a changing art milieu. This approach would enable them to
better meet their needs for a professional program of solid
skills and intellectual development, benefiting them in their
chosen program of advanced studies at the College.
