A Brief Biography

After university and art school degrees in fine art history and printmaking in 1971 my first group show was at the Gallery of Photography and a one-person show at the Artist's Gallery, both in Vancouver in 1975. The shows primarily highlighted photo-etchings. see image 1

During this period of the mid 70s the Canada Council Art Bank collected a serigraph titled "Lethbridge Sculpture Project." See image 2

Throughout the 1970s and 1980s exhibitions followed at venues such as the University of Calgary Art Gallery (now Nickel Arts Museum) and a number of national and provincial juried shows. A major purchase by the Alberta Government of a painting titled "Foreigner" see image 3

was followed by an important show at the Mira Godard Gallery where a number of large corporations (Nova, Trizex, Lavalin to name a few) and private individuals became ongoing patrons. See images 4 & 5

Public shows continued at many galleries including the Alberta College of Art (now ACAD.) through to the collaborative works with Alice Mansell on the bioGraphics series at places such as the Dalhousie Art Gallery in Halifax and the Evergreen Centre in Coquitlam. See image 6

Throughout the period of the 80s and 90s I enabled the independence of the Alberta College of Art (ACA) from the Southern Alberta Institute of Technology (SAIT) through my position of head of that institute, served on the 1988 Winter Olympics Exhibition Committee and founded the Canadian Centre of the Arts at Owen Sound (CCAOS) in Ontario. Along the way and into the 2000s I have continued my art practice while becoming increasingly involved in new media. I set up one of the first on-line art journals, EVA (the Electronic Visual Arts journal) as a list server back in the early 90s and developed conservation software (Valadier) in collaboration with AT Conservators

Currently I show at the Isabella Egan Gallery in Vancouver and the James Gray Gallery in Santa Monica. See images 7 & 8

Professional Experience

As well as being a practicing visual artist, Arthur has taught and developed art courses in drawing, painting, animation, and design at the college and university level. He has been involved in the administration of the Alberta College of Art and Design in various capacities from department Chair to Vice-president/Academic Dean as well as serving as the Head and President of that institute. He was the founding President of the Canadian Centre of the Arts at Owen Sound, ON.

Responsible for delivering the second year program when managerial expertise became temporarily unavailable to the centre's Board of Governors. This involved implementation of:

- courses in Art History, Drawing, Painting, Printmaking, and Sculpture.

- seminars in criticism.

- a performance festival.

- international guest speakers program.

- accommodation for students, faculty, and guest artists.

- advertising and publicity.

Implemented the first year of operations and the first program. This involved the following key responsibilities:

Developed a two year plan for the artistic and financial operations of a new art centre in Owen Sound. This involved:

- a general initial program of post secondary visual and historical art courses, conferences on the visual arts, professional visual arts seminars, and guest artists/speakers.

- a specific outline of offerings of the above over the next two years.

- the initial administrative structure including the membership of the board.

- the role of The University of Western Ontario, Georgian College, and the City of Owen Sound.

- the role of other institutes.

- possible visiting artists.

- publicity.

- capital investment required.

- sources of funding.

- operating costs and budget allocation for the initial two years.

Presented, as a member of the Centre Steering Committee (comprised of representatives from community arts groups and post-secondary, secondary education institutes, the city administrator, and Mayor), a successful request for initial two year funding from the City of Owen Sound Council. Grant requests to the Ministry of Communication and Culture and the Canada Council were also successful and enabled the Centre to begin.

Vice President and Academic Dean: Alberta College of Art, Calgary, Alberta, October 1, 1985 to June, 1987.

Key responsibilities:

- delivery of all academic programs including studio, lecture, and seminar courses in the major areas of Foundation, Visual Communications, Fine Arts, Crafts, Continuing Education, and Humanities.

- faculty recruitment and appraisal.

- program coordinators recruitment and appraisal.

- student services - registrars functions, counseling (personal, career and academic), timetabling, loans, yearbooks, exhibitions, student gallery, and social functions.

- the gallery - financial, programming, and personnel.

Major initiatives:

- the negotiation of credit transfers with the University of Calgary, including initial talks aimed at the implementation of a degree stream for interested art college students.

Consultant: Samson Indian Band, Hobbema, Alberta, 1986-87.

Assisted in the development of The Institute of Canadian Indian Arts. Wrote the first year program with the specific goal of enhanced student transferability to the upper years of study at the Alberta College of Art.

'Acting' President: Alberta College of Art, Calgary, Alberta, July 1, 1985 to October 1, 1985.

Served on all Provincial Advanced Education Committees including the Presidents' Council and the Committee of Senior Academic Officers.

Maintained all academic and administrative operations until a permanent President could be appointed.

Head: Alberta College of Art, Calgary, Alberta, July 1, 1983 to June 30, 1985.

This position included, in addition to management of academic and financial affairs, the transition stages to independence for the College.

Major responsibility at this time was as liaison between the Ministry of Advanced Education, The Southern Alberta Institute of Technology (parent institute), the public, the faculty, the students, the management team from the Ministry, and the appointed Minister's Advisory Committee on transition. Highlights of duties during this tenure include:

- responsible for providing information on all aspects of the college (academic, financial, personnel, physical) to the Ministry management team and to work as a partner to the Minister's Advisory Committee in setting up the new academic structure of the college. This included the budgets, personnel concerns such as benefits packages and pay equity, new administrative structures including building expansion and the hiring of new personnel such as the financial officer, personnel manager, computer systems manager, student services director, english instructors, and the transfer of all academic faculty and support staff.

- served as a member of the management team that negotiated the first faculty contract and the first AUPE (Alberta's government employee union representing the colleges support and technical staff) contract.

- aided the Minister's Advisory Committee in writing the bylaws for the Board of Governors of the college.

- served on, and helped define the terms of all in-college committees, including the Academic Council, Program and Planning Committee, Operations Committee, and the Organization Committee.

- assisted in the planning of the new administrative structure and developed the initial organizational chart.

- responsible for developing and implementing new policies for academic affairs including academic scheduling, admission, registration and withdrawal, fees, grading system, curriculum development including course outlines and objectives, academic conduct including attendance, harassment policy, intellectual/academic honesty policy, conflict of interest guidelines, student records, appeal procedures, instructor loading, accreditation system, program development, and the visiting artists program.

- responsible for developing the independent financial affairs including budgeting, revenue, signing authority, purchasing, payroll, expense claims and grant applications, accounting, insurance and risk management, and the physical plant and equipment.

- served on all required Provincial Advanced Education Committees including the Council of Presidents and the Committee of Senior Academic Officers.

- served on the Olympic Arts Festival Committee and responsible for the visual arts events of the 1988 Winter Games.

 

Academic Supervisor: Alberta College of Art, Calgary, Alberta, 1982-1983.

Responsible for all academic functions, student affairs, and continuing education during the term of two college Heads.

Key responsibilities included:

- the appraisals of department coordinators (chairs).

- faculty recruitment.

- coordination and implementation of programs.

- visiting artists program.

- continuing education development.

- liaison between SAIT / Art College administration, the faculty, and students.

- Responsible for admissions and recruitment to all years of study at the college.

Major initiative at this time was to developed a comprehensive Film Animation program for the college's presentation to the Ministry for approval (funding was not available and it was implemented as an advanced series of option courses).

Program Coordinator, Instructor-Senior: Foundation Year, Alberta College of Art, Calgary, Alberta, 1979 to 1982.

Key responsibilities included:

- the recruitment, counseling, and admission of first year students.

- implementation of Foundation programs, second year design electives,

english courses, and art history courses.

- college wide timetabling of instructors, students, facilities, and classes and recruitment and counseling of potential advanced level students.

- full time and part-time Foundation faculty performance appraisals.

- the proper delivery of the Foundation courses of two-dimensional design, three-dimensional design, drawing, art history (at all college levels from 1st year studies to third year studies), english, woodshop, upper level years of specialty options like film animation and all foundation specialty workshops covering the major disciplines of painting, sculpture, visual communications (commercial art), ceramics, printmaking, jewellery, textiles, glassblowing, drawing, and english.

Major initiative:

- wrote and developed present Foundation Program including all organizational and educational components. This was necessary in order to make more efficient use of personnel, financial, and physical resources and to better serve the students in a changing art milieu. This approach would enable them to better meet their needs for a professional program of solid skills and intellectual development, benefiting them in their chosen program of advanced studies at the College.
